Is missing a bit of industry background,(ex. in pharmaceutical, chemical, others..?)in which the tool is applied or intended to apply. In other industries doesn't develops only changes.
"This article focuses on scope change control" is clear, but maybe it will be better placed at the end of the abstract exposition and combined with the last sentence.
