I like your structure and I believe you cover all important points. Nice that you are planning to present cases as well!
The only thing I am not sure about it how you specify this tool to protect program or portfolio management. Will you focus in one of these categories? All? How does the use of the tool differ in each of them? Because now in your text I see it too general so try to specify it somehow (and then find relevant cases).
