I like that you talk about different kinds of scenarios! A table presenting them and how they differ, what they have in common, etc. would also be nice and more visual.
Maybe also present some limitations of the tool, when it provides the most benefits, pros/cons, etc.?
Will you use the tool for projects programs or portfolios? All of them maybe? What changes in the use of the tool in any case (if smth changes)? I would try to focus it (or discuss all options) because it seems bit too broad to me now.
If you could find some cases of the tool's use and present them it would also be helpful for the reader to understand the tool better.
