Seems like an interesting topic.
It seems too general to me now and I cannot see a clear link with projects, programs or portfolios. Try to specify it a bit on one or more of these categories to make it relevant to the course. Maybe pick all 3 categories and see what different in its use in each case?
Random thought from my side: Since this tool is Simon's, will you able to find additional literature to support it? It might trouble you a bit.
Also, it would be nice to present some examples of its use, the limitations and pros and cons of it, etc.
